World's largest ukulele ensemble sets record in Japan

The Japanese group played their way into the Guinness Book of World Records on Saturday at an event held in Yokohama, south-west of Tokyo.

Thousands of musicians, of all ages, headed to the Japanese capital where they performed together to set the new world record.

The ensemble entertained world record officials with an interpretation of Aloha Mahalo A Hui Ho, a song written by Hawaiian-born former sumo wrestler Konishiki.

Konishiki, who retired from wrestling in1997 as then heaviest sumo of all-time, joined the ensemble on stage to also become a world record breaker.

Consisting of 2,134 people, the world record eclipsed a record set in Sweden last year consisting of 1,547 players.

The Japanese performance was part of Ukulele Picnic Week which also featured hula dancing.

Largely associated with Hawaii, the string instrument was introduced to The Aloha State by Portuguese immigrants in early 1880s.

It reached Japan by 1929, where it quickly gained popularity as enthusiasm for western music grew in the years leading up to World War II.

people at a conferenceThe SEARCH Conference (South East Asian Research Centre for Communication and Humanities) is a multidisciplinary conference whose aim is to bring together practitioners and researchers who are interested in humanity and communication specialities. Held between 28/05/2011 and 29/05/2011, experts in these fields were challenged to introduce and discuss various directions and perspectives in the area of New Media Effects. Organizers of the conference welcomed individuals from different fields and disciplines which relate to the study of humanity and communications to submit papers on various topics. The SEARCH conference held in 2011 featured incredible and insightful speakers drawn from various regions globally. Individuals who participated in the conference got a rare opportunity of acquitting themselves with up-to-date researchin communication and humanity.

Moreover, special focus was directed towards the influences of the new media to the current and future generations. The main topic that resonated during the entire event revolved around social media. However, it is important to note that apart from this topic, there were several sub themes that were covered in the conference. The sub-topics can be divided into six major categories. They include new media governance,ethical issues, creative industries and knowledge economy,thenew media effects on marketing communication; and e-governance, democracy, governance and economics. Dr. Benedict P. Agulto kicked off the event in style with his interactive slides which set the stage for the next presentations. The conference experienced a number of divergent views and there were two plenary sessions which seemed to oppose each other.

The first one was by Prof. Lee from the Murdoch University whose topic covered issues such as governance and regulations of social networks such as Facebook. He presented a number of rogue incidents which are increasingly taking place in social media such as cyber-stalking. He called for increased tightening of media control so as to enhance ethical principles in social networks. The second presenter was Prof. Leeuwen from the University of Technology in Sydney. His speech was about diversifying the learning styles from the traditional solitary scholarship in Europe to the recent types of education systems which were renewed during the medieval era. There were several researchers who were working on unique but interrelated topic on shared and critical uses of new media.

Although most of the research studies seemed to be similar to those being carried out in Western countries, each and every work of individual researchers had specific regional perspectives. For instance, Dr. Adrian and Arnie from the University of Utara in Malaysia presented a paper based on privacy perception and the usage of Facebook. The scholars said that most people in Malaysia were most likely to post their personal and private information on social networks like Facebook. In the Malaysian culture, the notion of property is often taken as a shared concept which can be extended to online content. This presents a huge challenge which may potentially clash in the future between copyrighted material and those for public use. Generally, the new media topics in the conference had a huge level of diversity since they encompassed on various issues of modern life. Not only were the discussion regional in nature but they had also had global perspectives

President Clinton given key role at Democratic convention

WASHINGTON ? Former President Clinton will have a marquee role in this summer's Democratic National Convention, where he will make a forceful case for President Obama's reelection and his economic vision for the country, several Obama campaign and Democratic Party officials said Sunday night.

The move gives the Obama campaign an opportunity to take advantage of the former president's immense popularity and remind voters that a Democrat was in the White House the last time the American economy was thriving.

Obama personally asked Clinton to speak at the convention and place Obama's name in nomination, and Clinton enthusiastically accepted, officials said. Clinton speaks regularly to Obama and to campaign officials about strategy.

Clinton's prominent role also will allow Democrats to embrace party unity in a way that is impossible for Republican rival Mitt Romney.

George W. Bush, the last Republican to hold the White House, remains politically toxic in some circles. Although Bush has endorsed Romney, he is not involved in his campaign and has said he does not plan to attend the GOP convention.

Clinton will speak in prime time at the Democratic convention in Charlotte, N.C., on Sept. 5, the night before Obama formally accepts the party nomination. The No. 2 on the ticket often speaks that night, but the Obama campaign has decided that Obama and Vice President Joe Biden will speak on the same night.

Biden will introduce Obama on Sept. 6 before more than 70,000 people expected to fill an outdoor stadium in Charlotte, and millions more on television.

The vice president's speech will outline many of the challenges the White House has faced over the last four years and the decisions Obama made to address them, officials said.

"To us it's about deploying our assets in the most effective way," Obama campaign strategist David Axelrod said. "To have President Clinton on Wednesday night laying out the choice facing voters, and then having Vice President Biden speak right before the president in prime time on Thursday, giving a testimony to the decisions the president has made, the character of his leadership and the battle to rebuild the middle class that's so central to our message."

Clinton's role at the convention was to be formally announced Monday. It was first reported by the New York Times.

(AP) ? It's amazing how much trouble can be stirred up in 140 characters or less.

But also how much intimacy, excitement, global scope and, yes, general zaniness. For better and for worse, the 2012 Olympics are being shaped, shaken and indisputably changed by a social media revolution that four years ago in Beijing was in its toddlerhood.

Four days into the games, we've already seen (and this is but a partial list):

?an athletes' Twitter campaign objecting to sponsorship restrictions that went viral under the hashtag "WeDemandChange."

?a television viewers uprising over Olympic broadcaster NBC's decision not to live stream the opening ceremony.

?two athletes kicked out for racist tweets.

?a fan arrested Tuesday after a series of threatening posts, including one in which he vowed to drown a British diver, and another in which he told the athlete he had failed his dead father by not winning.

For Olympics organizers who pride themselves on putting on a carefully choreographed ? obsessively controlled, some would say ? 17-day show, the bursts of Twitter activity are like gamma rays escaping from a solar flare. They're impossible to stop and spellbinding to behold.

"I don't think we would seek to control it, nor could we," said International Olympic Committee spokesman Mark Adams. He said more than 15 million fans are following and participating in the Olympic experience via Twitter and other social media platforms, not to mention a good proportion of the 10,800 athletes. "Used the right way, we embrace social media," he said. "And, if you look at the guidelines, we positively encourage it."

The problem is, it isn't always used that way.

The immediacy and public nature of Twitter and its propensity to induce off-the-cuff irreverence, and sometimes breathtaking ugliness, has added a new and chaotic element to an event where everything from urine samples to sponsors' logos to London traffic is arranged with overcaffeinated attention to detail worthy of a royal wedding.

"Though organizers have spent months touting this as the first social media Summer Games, many of them seem to have been totally unprepared for the huge impact that Twitter has had," said Andy Miah, director of the Creative Futures Institute at the University of the West of Scotland. "I think there was some naivete about the likely role of social media from both participants and from the organizers. Many of them appear to have been wrongfooted."

Twitter has been used in many ways during its brief life ? some very organized and tactical, some more spontaneous and disorderly. It has been a tool of protest and organization for the Occupy Wall Street movement and Arab Spring activists. Yet it has also led to the downfall of click-happy politicians, and the sometimes embarrassing late-night revelations of A-list celebrities.

The social network is now at the fingertips of 140 million users, up from a few million when the Olympics were held in Beijing in 2008. The San Francisco-based company says there have been more than 10 million tweets mentioning the Olympics during the first few days of the games. The exponential jump from four years ago has been driven by the rise of smartphones, now carried by spectators and athletes alike, each watching each other watch each other.

Which of course raises the question: When exuberant, often young athletes are going through the experience of their lives on one hand, and it's unfolding in a deeply controlled environment on the other, how do you make sure everyone gets what they need without it all turning to anarchy?

The IOC, Miah says, has tried to exert control by creating its own social media hub ? gathering athletes' tweets and posts from Facebook, the other formidable player in this landscape. But it hasn't always worked out as planned.

On Saturday, U.S. women's soccer goalkeeper Hope Solo launched a Twitter outburst against Brandi Chastain, the former American soccer player who is now an analyst on NBC. "Its 2 bad we can't have commentators who better represents the team&knows more about the game," Solo wrote.

Dozens of athletes, including some British soccer players, have taken to Twitter to promote their sponsors' products, a violation of Olympic rules that could theoretically lead to their expulsions. Some Olympians, undoubtedly delighting agents and marketers back home, have started an online campaign to get the rules changed.

And it's not just athletes who are stirring the stew of controversy.

British lawmaker Aidan Burley earned a sharp rebuke from fellow conservatives after he tweeted that Danny Boyle's critically acclaimed opening ceremony, which told the story of Britain's history in a rousing mix of music, symbolism and showmanship, was "leftie multicultural crap."

A British journalist said his Twitter account was blocked after he criticized NBC's coverage of the opening ceremony and posted the e-mail of a network executive. And thousands of disgruntled Olympics viewers set up hashtag "nbcfail" on Twitter to air complaints about the media company's coverage.

Then there's the teenager from Dorset who was arrested Tuesday after a series of offensive and, authorities say, menacing tweets directed at British Olympian Tom Daley. The suspect could be prosecuted under British law.

And yet Twitter has fast become an indispensable part of the Olympic scene. It is as valuable to today's spectators as programs and scorecards were to another generation, and it is just as important to the athletes seeking to connect with supporters from behind the Olympic curtain.

For young fans, "take away Twitter and you take away part of the experience," said Steve Jones, a professor who studies online culture and communications at the University of Illinois at Chicago.

Olympians have used Twitter to tell supporters what they are eating, how they are feeling and who they are hanging out with. Jamaican mega-star Usain Bolt tweeted about his craving for chicken. American hurdler Lolo Jones revealed she's a virgin.

Perhaps that is too much information and intimacy for some, but Twitter, Facebook and their many copycats are not going anywhere, and it's time we got used to it.

Andy Hunt, the head of the British Olympic association, found himself dealing with a double whammy of Twitter eruptions ? defending his star diver against social-network vitriol while vowing to look into whether the host country's soccer players should be disciplined for using the site for "ambush marketing."

"I think everyone knows, if you use social media extensively, you have to accept you get bad as well as good," Hunt told journalists. "And sometimes bad is wholly unacceptable."

Basically a multi-function printer (MFP) variation on the? HP LaserJet Pro 400 M401dn ($399 direct, 4 stars), the HP LaserJet Pro 400 MFP M425dn ($499 direct) delivers essentially the same printing capability plus scanning, copying, and faxing. As with its single-function cousin, the printer's strong points include above par output quality and paper handling along with an assortment of extras, including a touch-screen control panel. More important, as with M401dn, the M425dn is a potentially good choice for the right office.

Although the M425dn is a little more expensive than the Editors' Choice OKI MB471 ($399 direct, 4 stars), it's very much in the same class. Both printers are meant primarily for micro or small offices or workgroups with relatively heavy-duty needs. However, the M425dn is a bit smaller, at 16.7 by 17.3 by 15.1 inches (HWD), making it a little easier to find room for.

In both cases, much of the reason for the large size is to make room for paper. For the M425dn, the paper handling features include a 250-sheet paper tray, a 50-sheet multi-purpose tray, and a built in duplexer (for two-sided printing). Although that should be enough for most small offices, if you need more, you can also add an optional 500-sheet tray ($125 direct) for a total 800-sheet capacity.

Not So Basic Basics
Basic MFP features for the M425dn include printing and faxing from as well as scanning to a PC, including over a network, and working as a standalone copier and fax machine. It can also both scan to and print from a USB memory key. In addition, it offers support for Web-based printer apps plus an assortment of mobile printing features, including HP ePrint (for printing through the cloud) and Apple AirPrint (for printing from iOS devices).

As with most office MFPs, the M425dn includes both a letter-size flatbed and an automatic document feeder (ADF) that can scan up to legal-size pages. However, it also adds one particularly nice touch.

Like a growing number of MFPs, the M425dn can scan in duplex, and it gives you the choice of copying both single- and double-sided originals to your choice of single- or double-sided copies. Unlike the vast majority of small office MFPs with this option, however, the M425dn offers a duplexing scanner rather than a duplexing ADF. In other words, it scans both sides of the page at once, instead of scanning one side, turning the page over, and scanning the other side.

Having a duplexing scanner rather than a duplexing ADF is a critical distinction that gives you much faster scans when you scan, copy, or fax in duplex. If you work with duplex originals very often, this alone can make the M425dn your preferred choice for an MFP.

Setup and Speed
For my tests, I connected the M425dn to a network, and installed the driver and software on a Windows Vista system. Setup was absolutely typical for the breed.

HP rates the printer at 35 pages per minute (ppm), which is the speed you should see for text documents with no formatting. On our business applications suite, I timed it (using QualityLogic's hardware and software for timing), at a reasonably fast 12.9 ppm. As a point of comparison, that makes the M425dn significantly faster than the MB471, at 9.5 ppm, and a bit faster than the less expensive Editors Choice Canon imageClass MF4570dn ($299, 4 stars), at 12.3 ppm.

Oddly, the M425dn was notably faster on my tests than the M401dn, at 5.9 ppm. A close look at the results shows that most of the difference is for the first page out time for each print job, a difference that's magnified by the fact that most of our test files are only one or two pages.

The most likely reason for the difference is that the M401dn went into an energy-saving sleep mode during testing more quickly that the M425dn. Having slipped into sleep mode between print jobs, it then took additional time to warm up before printing the first page of each document. HP says the two should behave identically, however, and that the difference may be due to a difference in firmware version. At this writing, HP is still looking into the issue.

Output Quality and Running Cost
The M425dn's output quality is just above par across the board. Text quality is just a bit below the best looking mono laser output available, making it more than acceptable for printing small size fonts. Depending on your tastes, you may consider it suitable for desktop publishing.

Graphics output is easily good enough for any internal business need, including PowerPoint handouts. Most people would also rate it as acceptable for graphics in reports going to an important client or customer. Photo quality is easily good enough for printing photos in a client newsletter or the like, which is the best you can expect from a mono laser.

As with the M401dn, one potential issue for the M425dn is its running cost, at a claimed 2.4 cents per page. The MB471, in comparison, claims only 1.8 cents per page, which makes it both cheaper to buy and cheaper to run. With a 0.6 cent per page difference, the MB471 will save you $60 in running costs for every 10,000 pages you print.

I also ran into the same issue with the M425dn as I did with the M401dn when trying to print from Photoshop 7 using the printer's higher-quality modes. Here again, I don't consider this a serious problem, both because it showed up only at some quality settings and because HP has already come up with a fix in a beta driver it provided. A quick test with the upgraded driver confirmed that it has no trouble printing with the same files and settings that the current driver chokes on every time.

The HP LaserJet 400 MFP M425dn offers a lot to recommend it for any micro or small office, most notably its high-quality output, fast speed, and good paper handling. If saving money is your chief concern, you'll be better off with the OKI MB471, which offers both a lower initial cost and lower running cost. However, the HP LaserJet 400 MFP M425dn's high-quality text and duplex scanning are compelling reasons to choose it instead. If you need either or both features, it's well worth the extra cost.

New ad highlights Romney's role in 2002 Olympics

(AP) ? An independent group backing Republican presidential candidate Mitt Romney is out with a new TV ad featuring a trio of former Olympic athletes praising his stewardship of the 2002 Winter Games.

Restore Our Future is spending $7.2 million to run the ad in Colorado, Florida, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Pennsylvania and Virginia. The ad will also air in Michigan and Wisconsin.

In the ad, figure skater Kristi Yamaguchi, speed skater Derek Parra and skeleton racer Jimmy Shea offer testimonials to Romney.

The former Massachusetts governor is credited with turning around the financially troubled games in Salt Lake City and steering them to success and profit.

Shea says Romney, quote, "changed my life."

The ad does not mention President Barack Obama.

Next month, Kristin Bauer van Straten, better known as True Blood?s Pam, will leave for Kenya, where she?ll spend four weeks filming a documentary about the effort to stop?elephant ivory and rhino horn poaching ? a cause dear to her South African husband?s family. His grandfather was a professor of physiology who helped treat, relocate, and save wildlife. Just as the experts need help to keep elephants and rhinos from going extinct,?Bauer van Straten needs help to fund her film project.

With 19 days left on her?Kickstarter campaign, she?s reached roughly two-thirds of her $30,000 goal. She expects the documentary, Out for Africa, to cost triple that. As incentives for pledges, she?s recruited her True Blood castmates to sign items ranging from the common (magazine covers and comic books) to the rare (Joe Manganiello?s modesty sock, which secured a donation of at least $1,000, and?Anna Paquin?s signed ?super snatch patch,? which has yet to go up for grabs). Forthcoming items include a signed Sookie bra, an Authority necklace, and the Walmart sweatshirt Bauer van Straten wore to EW?s Women Who Kick Ass Comic-Con panel. Members of the cast and crew are also offering their time, whether it be a 30-minute phone call or a dinner. We caught up with?Bauer van Straten last week.

ENTERTAINMENT WEEKLY: How long have you been thinking about doing this?
KRISTIN BAUER VAN STRATEN: I?ve been thinking about it for the last year and reading, but in the last couple of months, producers of The Cove, Forks Over Knives, and Dogtown and Z-Boys all met with me and said, ?I?ll help you. You can do this.? So they?re offering advice. And then this amazing cinematographer said, ?I?ll shoot it.? And then a producer on True Blood, when I went to her to get approval to put up the signed items, she said, ?I?m working with someone who?s working on the same thing, a producer who did the documentary One Lucky Elephant.? She knows everybody in Kenya, and she sat down with me and was like, ?Here?s the name of the girl who will do permits for you. Here?s the name of the person who?ll do visas. Here?s a sound person and a DP for you in this country. I can access you to the heavy, heavy hitters working on this every day.? I?m like, the universe wants me to go. The documentary world is a passionate world of people wanting to do something for their soul. Hopefully my soul will be very enriched, because my bank account is suffering.

What?s the most surprising way your True Blood fame has helped you?
There?s this woman, Cynthia Moss, who I just revere. She?s one of the world?s leading scientists on elephants, and she?s been living and studying the elephants of Amboseli National Park for 40 years. We?re going to Amboseli, and my husband?s family lived and grew up in Amboseli working on elephant conservation, so this is very important to me. I wrote to her, and she wrote back that she?s a huge True Blood fan ? ?I love Pam!.? Because they don?t have True Blood in Kenya, this incredible, intelligent scientist is there bootlegging it.

You have to take her DVDs.
Right? HBO gives me copies as the episodes air, and I thought, maybe I should make copies. But then I go, ?Oh, I?ll get in trouble.? But in my defense, I?m saving a species. Can?t I bootleg season 5 to stop the extinction of elephants? Isn?t that good in the HBO court of law?

What scares you most about the trip?
I think I?ve gotten over the fear of yellow fever and typhoid. [Laughs] I?m still working on the fear of snakes. I was told to make sure to tuck in your mosquito nets and check your bed because the snakes like to go where it?s warm at night. It was given to me as a helpful hint. I?m like, [Whimpers] Okay. I?m used to rats, spiders. Even tarantulas and scorpions, I?m good.

Are you going to be filming behind-the-scenes? Because I would like to see that.
We are. I just actually realized that the documentary has begun. Me, in my house, trying to figure out Kickstarter, up way too late when I?ve got to be on the set way too early ? I should have been filming that. I did a late-night confession on my iPhone the other night in tears.

Why were you crying?
It gets scary. There are moments when it?s so overwhelming. There?s this delay with emails. Africa?s awake when we?re not, so I?m getting really tired, and also the budget that I had has doubled. So each decision is, ?Well, we really should get that camera that can do slow motion,? ?Well, we really should visit that other location, and that?s another bush plane,? ?Well, we really should extend it by two days.? All of this is dollars. I just brought on a producer, but it has to be done, and I?m good at rolling up my sleeves. And then there?s the feeling that you might be missing something. Right now, there?s a problem with the human-animal conflict around Amboseli. Because of overpopulation, humans are right up against the border, so the Maasai have surrounded the park and are killing anything that comes over in retaliation for a water buffalo killing one of their kids recently. Human life was lost, and now they?re retaliating and killing a lot of elephants. So Big Life Africa is probably in a bush plane right now buzzing the boundaries, trying to keep the elephants away from wandering into human areas. It?s sad because life is being lost on both sides. So it?s bizarre to think I?m putting on my makeup and heels and going to EW in New York City, and [Big Life's Director of Operations] Richard Bonham, one of the people I?m emailing with and hoping and praying to meet, is buzzing the boundaries of Amboseli. I?m living this crazy dual reality. My husband keeps looking at me, and when I?m not responding, he goes, ?You in Kenya??

Google Street View puts five national parks at click of a mouse

FRESNO, Calif.???Imagine being the only driver on a two-lane asphalt highway as the stark desolation of Death Valley National park passes on each side and the blue sky stretches up from the horizon.

Or picture a tight left turn on Yosemite's Glacier Point Road, where, in the east, iconic Half Dome suddenly appears against a backdrop of the snow-capped High Sierra.

The Google Street View service that has brought us Earth as we might not be able to afford to see it ? as well criticism that some scenes along its 5 million miles of the globe's roadways invade privacy ? this month has turned its 360-degree cameras on road trips through five national parks in California.

"Everyone likes to take a road trip through a national park," said Evan Rapoport, the Street View project manager. "Bringing unique places to people that they might not go in the real world is unique to Street View."

The company sought permission from the Department of the Interior before filming in May as drivers hit the road in vehicles rigged with 15-lens cameras that point in all directions, Rapoport said. The camera fires off still images at intervals depending upon the speed of the vehicle, then custom software blurs faces and stitches all of them together into an ever-advancing 360-degree panorama.

Is it part of a master plan to capture people in a virtual world? "I sure hope not," Raporport said. "Part of our goal is to inspire people to see these places in person."

As national park attendance continues to decline, officials welcome this unique virtual visit as a way to keep fans connected and inspire others to experience the sights in person.

"I often wish we could get the word out on some of the park system's lesser-known wonders," said Candace Tinkler, chief interpreter at Redwoods, with its massive trees that can live 2,000 years and soar up to 350 feet. "This is a wonderful opportunity for people around the world to connect to these places."

The parks join other Street View features like a snowy glide down one of the ski runs at Squaw Valley of 1960 Olympics fame, or a walk around the gardens of the Louvre museum in Paris. Rapoport would not say whether other U.S. national parks are being considered.

Joe Zarki, a park ranger at Joshua Tree, said the virtual drive could be used to show tourists at the 1,200-square-mile park's visitors centers that the flat expanse of desert changes to a landscape of boulders and the namesake towering yuccas within an hour's drive.

"We're often the forgotten big park," said spokeswoman Cheryl Chipman, of the park that is the largest in the lower 48. "I think it will make people want to come to the park. It's a cool place, but it is remote. When they see those photos and the crystal clear blue skies they're going to want to come here."

Every week, I entertain a new group of prospective swimmers that hail from Worcester?s most eclectic neighborhoods. Each new crew operates under a theme meant to inspire both fitness and togetherness. This week?s mantra is ?Go for the Gold!?

It seems a fitting tagline in lieu of London?s spastic Olympic roll out. I?ve been following the swimming events closely, particularly those of Rhode Island?s Elizabeth Beisel. Finally, I can justify the many meets when Ms. Beisel (five years my junior) gave me a run for my money in the Zesiger Aquatics Center. I recall that little doe-eyed pipsqueak waiting beside me at the blocks, like an aquatic Doogie Howser on a mission.

As my swimmers embark on their journey to ?Go for the Gold!? I remind myself to do the same. There?s a little part of all of us that believes we can be excellent (in swimming and in anything else we set our minds to) no matter the odds. A motivational baby Beisel lives within.

p.s. I?m a little behind with my book club commitment, but Amazing Amy just revealed herself as totally cray-cray, and I just got totally hooked on?Gone Girl.

India's rifle shooter Gagan Narang clinched the bronze medal in the men's 10-metre air rifle event while his illustrious compatriot and defending champion Abhinav Bindra failed to qualify for the final round in the 2012 London Olympics at the Royal Artillery Barracks here Monday.

The gold went to Romanian Alin George Moldoveanu with a total score of 702.1 (599 qualifying, 103.1 final) and Italian Niccolo Campriani bagged the silver with 701.5 (599 qualifying, 102.5 final).

Narang, who is participating in his third Games, had a total score of 701.1 (598 qualifying, 103.1 final). Going into the final round, Narang was third.

In the final round, Narang had a series of 10.7, 9.7, 10.6, 10.7, 10.4, 10.6, 9.9, 9.5, 10.3 and 10.7 to give India its first medal from the London Games.

It was the third time in row that Indian shooters had won medals at the Olympics. Double trap shooter Rajyavardhan Singh Rathore won the silver in 2004, Bindra gave India a historic gold in Beijing, and now Narang has bagged a bronze in London.

Bindra, India's only individual Olympic gold medallist, failed to qualify as he shot 594 to finish 16th out of 47 contestants.

In the qualifying round, Narang, who missed the final round in Beijing Games on a countback, was in his elements. The 29-year-old Hyderabadi shot perfect series of 100 in all the rounds except the third when he scored 98. He also shot 53 inner 10s.

Bindra had just two series of perfect 100 in the third and the fourth round. He shot 99s in the first, second and fifth and faltered in the sixth, when he shot 97. The top eight shooters qualified for the final round. Former Olympic champion and Beijing Games silver medallist Zhu Qinan of China also failed to qualify for the final round.

Bindra said luck deserted him during the qualification round of the 10 metres air rifle event at the 2012 London Games here Monday.

"Time was running out and I had to take some risks. Needed a little luck for some shots and I didn't get it. I am disappointed, but love the sport, love shooting so am sure I'll continue. I think I did a reasonable job. I could have retired on a high after the Bejing gold but that would have been the easy way out," Bindra told reporters at the Royal Artillery Barracks here.

GAAR proposals too vague: International Business Council - okycos

New Delhi: A group of leading US-based MNCs have expressed their concern over the draft GAAR taxation proposals, saying that the proposed regulations are ?too vague? to comfort the business investors.

Besides, there is a risk that the panel proposed for reviewing the cases of GAAR applications could become a ?rubber-stamp? approval entity for the position of tax administrators, the US Council For International Business (USCIB) has written to the Finance Ministry.

USCIB is a leading industry group and has more than 300 top US-based global companies as members, which include American Express, Apple, BP, Citigroup, Coca-Cola, Dow Chemical, Google, IBM, Intel, Microsoft and PepsiCo.

Providing its comments on the recently proposed draft guidelines regarding implementation of General Anti-Avoidance Rules (GAAR), USCIB has said that the ?proposed guidelines are too vague to provide certainty to business investors.?

?For example, an important part of certainty is respecting the obligations imposed by double taxation agreements between treaty partners. Treaty obligations should generally not be overridden by GAAR provisions,? the letter noted.

?? We believe that the application of the GAAR rules in this manner would constitute an impermissible unilateral amendment of the United States-Indian Treaty,? it added.

The USCIB also said that the guidelines do not clarify the role of a three-member panel, whose approval is necessary for the tax administration to proceed with a GAAR case.

?That the taxpayer would still have access to competent authority procedures and Indian courts should be made clear. In addition, it would seem unlikely that all of the potential applications of the GAAR could be reviewed by a single three member panel, particularly given the fact that senior officials are required to participate on the panel and the short time frames associated with the process.

?We applaud the recognition that these issues need to be resolved quickly, but are concerned that this will lead to ?rubber stamp? approvals of the tax administration?s position.

?This may be the case even if multiple panels are set up, as the guidelines permit. Thus the role and structure of the three-member panel should be more clearly defined,? it said.

Introduction of GAAR, which was proposed by then Finance Minister Pranab Mukherjee in March to check tax evasion, had triggered strong opposition by foreign investors following which its implementation was postponed till April, 2013.

The Finance Ministry came out with draft guidelines on GAAR last month, wherein it invited comments from the stakeholders.

Prime Minister Manmohan Singh also set up a committee earlier this month for holding consultations to bring in greater clarity and prepare a roadmap by? 30 September for implementation of GAAR.

In its comments, USCIB said the examples given in the draft proposals ?are very general and simple?.

Noting that the real cases will be more complex, USCIB said ?this lack of clarity will create the opportunity for subjective interpretations by the tax authorities that may result in numerous disputes?.

USCIB said the guidelines may be intended to provide clarity to taxpayers, but ?the current guidance in the examples leaves significant uncertainty.?

USCIB also supported the comments submitted earlier this month by the Asia Securities Industry and Financial Markets Association and the Capital Markets Tax Committee of Asia, concerning the application of the GAAR rules to the financial markets. ?Capital markets need a safe harbour that does not require them to disavow treaty benefits to which they may be entitled,? it added.

Earlier, a number of US industry associations had written to the US government?s Treasury Secretary Timothy Geithner, expressing their concern over the proposed GAAR regulations.? These industry bodies included the Financial Executives International, Financial Services Forum, Information Technology Industry Council, Investment Company Institute, Managed Funds Association, National Foreign Trade Council, Securities Industry and Financial Markets Association, Software Finance and Tax Executives Council, TechAmerica, US Chamber of Commerce, US-India Business Council, as also USCIB.

They requested Geithner to address these concerns with representatives of the Indian government. The industry bodies had said that ?if enacted, the proposals will have a significant negative effect on member companies operating in India, their customers and shareholders, and investment in India.?

Case in point: veteran MetaWatch recently pulled back the curtains on its new Strata smart watch, and it's already picking up plenty of steam on (where else?) Kickstarter. Unlike some of the other smartwatch concepts that have been dreamed up in recent months, the Strata is the brainchild of a known quantity. MetaWatch has been tackling the problem of putting topical information on people's wrists for nearly eight years now -- the company's roots lay with the clothing and accessory mavens at Fossil, which produced a pair of fashion-conscious smart timepieces in May 2011 before the team split off and formed their own company that August.

Ethnic clashes in Ethiopia kill 18

Ethnic clashes in southern Ethiopia have left 18 dead and scores displaced, the Kenya Red Cross Society (KRCS) reported, but the Ethiopian government told AFP Sunday the situation was under control.

The clashes erupted Thursday in an area about a mile (1.6 kilometres) from the Kenyan border, between the Borana and Garri tribes over a land dispute, KRCS said in a statement.

The Ethiopian government said the spat was over "administrative claims" by the two sides.

"The local authorities were not able to resolve the claims and counterclaims in a constructive manner so clashes ensued," Ethiopian government spokesman, Bereket Simon, told AFP, without giving details on the toll.

Bereket said police had made several arrests.

"Federal police and government have intervened and all the culprits are under control," he said, adding that the situation has now "normalized."

According to the KRCS statement, "at least 18 deaths and 12 injuries had been confirmed" and the conflict has also led to "loss of properties with reports of massive displacements of populations" into neighbouring Kenya.

KRCS says a registration to determine the actual displaced populations was ongoing but said "more than 10,000 people require urgent humanitarian support".

Bereket said the displaced people were expected to return to Ethiopia shortly.

"This is a hiccup which we are going to address and they will be back soon... and will continue to live their normal lives," he said.

Moyale is in Oromia region in Ethiopia. Several pastoral tribes occupy the southern part of the region -- routinely hit by drought -- and rely on land for animal grazing.
